Madrid, 8 April 2026.
Valoriza Servicios Medioambientales, one of the leading companies in the urban services and waste management sector, announces the appointment of José María Pena as its new Chief Executive Officer (CEO), effective from 13 April.
Pena takes the helm with the aim of continuing the growth and transformation driven by his predecessor, Javier San Millán, who has led the company for the past 16 years.
José María Pena brings extensive experience in managing large service organisations, with particular expertise in human capital-intensive environments, decentralised operations and highly regulated sectors.
At Prosegur, where he served as CEO of the Security Division, he led the operations of one of the world’s largest security groups across 14 countries, managing complex organisational structures, a client base spanning both the public and private sectors, and teams of tens of thousands of professionals. His leadership was characterised by operational discipline, process standardisation and the digital transformation of operations, delivering consistent results in markets with very different circumstances.
More recently, as CEO of DomusVi for over four years, he led Spain’s largest elderly care provider, with more than 28,000 staff and over 200 centres and services. During this period, he drove ambitious transformation programmes aimed at improving operational models, digitalisation, productivity and the quality of care, consolidating high service standards in a sector subject to intense regulatory, social and economic pressure, and laying the foundations for a phase of greater scale and growth.
This track record positions Pena as the ideal leader to guide Valoriza through its next phase of growth and strategic consolidation.
“I am delighted to be joining Valoriza. Javier San Millán has done a great job of laying solid foundations, defining a clear strategy and demonstrating a genuine commitment to the people and clients we work with,” says Pena.
For his part, San Millán notes: “I am bringing this professional chapter to a close to focus on more personal projects, with the peace of mind of leaving the company in the hands of a great team, which will be strengthened by the knowledge and experience of José María Pena”.
María Dionis, Chair of the Board of Directors, explains that “on behalf of the Board, I would like to thank Javier San Milán for his excellent work at the helm of Valoriza, which he has successfully steered along a path of growth during a period marked by significant operational and strategic progress. Javier leaves with our deepest gratitude”. She is also delighted to “welcome José María Pena as our new CEO. Thanks to his extensive experience and proven ability to successfully tackle complex challenges, he is a valuable addition to Valoriza”.
Excellence and trust
The new CEO emphasises that “in this business, trust is the foundation of everything: the trust of customers, employees and the communities that depend on you”. In his view, this aspect, combined with operational excellence, is what distinguishes a good service company from an exceptional one.
Pena concludes: “I am looking forward to getting to work with the team to gain an in-depth understanding of the business and, together, chart the course that will bring us great success in this new phase that is beginning, and which I am approaching with great enthusiasm.”
